Global trends of methane emissions and their impacts on ozone concentrations

Abstract in English: 
Methane is a greenhouse gas and air pollutant producing health damaging tropospheric ozone. By 2050 in Europe 6,000 to 11,000 ozone-related premature deaths can be avoided per year (worldwide 70,000 to 130,000) when implementing ambitious methane reduction strategies worldwide. This works informs Europe’s forthcoming methane strategy.

A New Horizon for Europe

This impact assessment accompanies the Commission proposal for Horizon Europe, the 2021-2027 EU Framework Programme for Research and Innovation, which will succeed the current Programme, Horizon 2020 (active between 2014-2020), and the proposal for the 2021-2025 Research and Training Programme of the European Atomic Energy Community (Euratom Programme). The evolution from Horizon 2020 is reflected in the revamped structure. The three-pillar structure will be continued, but redesigned for more coherence, both between and within pillars, in support of the Programme objectives.
Pillar 1 - Open Science will continue to focus on excellent science and high-quality knowledge to strengthen EU’s science base.
Pillar 2 - Global Challenges and Industrial Competitiveness will better address EU policy priorities and support industrial competitiveness by integrating the Horizon 2020 Societal Challenges and Leadership in Enabling Industrial Technologies into five clusters (i.e. Health; Resilience and Security; Digital and Industry;Climate, Energy and Mobility; and Food and natural resources).
Pillar 3 – Open Innovation will offer a one-stop shop for high-potential innovators with the European Innovation Council and increase cooperation with innovation ecosystems and actors.

Reflection paper on the future of EU finances

The EU budget faces a tough challenge to fund more with less. The EU is expected to play a bigger role in new policy areas like migration, internal and external security or defence. And Europe should also preserve its leading role on the global stage, as a major humanitarian and development aid donor and as a leader of the fight against climate change. That must be achieved with an EU budget that will only get smaller following the departure of the United Kingdom.
Today's reflection paper looks at this challenge and puts the key elements for discussion on the table, structured around the five scenarios of the White Paper: will the EU simply carry on, do less together, move ahead at different levels of intensity, do less but more efficiently or do much more together? Each of these illustrative scenarios would have different consequences - both in terms of how much to spend for what purpose, and on where the money could come from. Options range from reducing spending for existing policies to increasing revenues.
In addition, the reflection paper sets out the basic features of the EU budget and charts the principal trends and developments in key policy areas like cohesion or agriculture. It also addresses overarching issues like the added value of EU funding or the articulation between EU funding and structural reforms in Member States.

As we prepare to mark the 60th anniversary of the EU, we look back on a peace spanning seven decades and on an enlarged Union of 500 million citizens living in freedom in one of the world's most prosperous economies. At the same time, the EU has to look forward at how it will carve a vision for its own future at 27. The White Paper sets out the main challenges and opportunities for Europe in the coming decade. It presents five scenarios for how the Union could evolve by 2025 depending on how it chooses to respond.

Report of the Group of Personalities on the Preparatory Action for CSDP-related research

In 2015, the European Commission invited key personalities from European industry, government, the European Parliament and academia to advise it on establishing a Preparatory Action on Common Security and Defence Policy (CSDP)-related research.

The primary mission of this Group of Personalities was to help establish recommendations for a long-term vision for EU-funded CSDP-related research which can boost European defence cooperation. These recommendations address the overall scope and governance of future EU-funded CSDP research and highlight possible collaboration and coordination mechanisms. The overarching goal of the Preparatory Action and CSDP-related research is to create a framework that would facilitate a collaborative approach to defence among the member states.

This report is the result of several months of regular conversation and consultation among a group of experts encompassing the ‘sherpas’, officials from the European Commission and the EUISS.
