The social contract in the 21st century

Life has changed substantially for individuals in advanced economies in the first two decades of the 21st century as a result of trends including disruptions in technology, globalization, the economic crisis of 2008 and its recovery, and shifting market and institutional dynamics. In many ways, changes for individuals have been for the better, including new opportunities and overall economic growth—and the prospect of more to come as the century progresses, through developments in science, technology and innovation, and productivity growth. Yet, the relatively positive perspective on the state of the economy, based on GDP and job growth indicators, needs to be complemented with a fuller assessment of the economic outcomes for individuals as workers, consumers, and savers.
In a report, The social contract in the 21st century: Outcomes so far for workers, consumers, and savers in advanced economies, the McKinsey Global Institute takes an in-depth look at these changes in 22 advanced economies in Asia, Europe, and North America, covering 57 percent of global GDP. Among the findings: while opportunities for work have expanded and employment rates have risen to record levels in many countries, work polarization and income stagnation are real and widespread. The cost of many discretionary goods and services has fallen sharply, but basic necessities such as housing, healthcare, and education are absorbing an ever-larger proportion of incomes. Coupled with wage stagnation effects, this is eroding the welfare of the bottom three quintiles of the population by income level (roughly 500 million people in 22 countries). Public pensions are being scaled back—and roughly the same three quintiles of the population do not or cannot save enough to make up the difference.

These shifts point to an evolution in the “social contract”: the arrangements and expectations, often implicit, that govern the exchanges between individuals and institutions. Broadly, individuals have had to assume greater responsibility for their economic outcomes. While many have benefited from this evolution, for a significant number of individuals the changes are spurring uncertainty, pessimism, and a general loss of trust in institutions.

Policy makers, business leaders, and individuals will need to focus on two fronts. The first is sustaining and expanding the gains achieved through continued economic and productivity growth; business dynamism; investment in economies, technology and innovation; and continued focus on job growth and opportunity creation. The second is tackling the challenges individuals face, especially those most affected. Leaders are beginning to respond to these opportunities and challenges to varying degrees. However, more is needed given the scale of the opportunities and challenges, if the outcomes for the next 20 or more years of the 21st century are to be better than the first 20 and increase broad prosperity.

The future of work in America: People and places, today and tomorrow

The US labor market looks markedly different today than it did two decades ago. It has been reshaped by dramatic events like the Great Recession but also by a quieter ongoing evolution in the mix and location of jobs. In the decade ahead, the next wave of automation technologies may accelerate the pace of change. Millions of jobs could be phased out even as new ones are created. More broadly, the day-to-day nature of work could change for nearly everyone as intelligent machines become fixtures in the American workplace.

Until recently, most research on the potential effects of automation, including our own, has focused on the national-level effects. Our previous work ran multiple scenarios regarding the pace and extent of adoption. In the midpoint case, our modeling shows some jobs being phased out but sufficient numbers being added at the same time to produce net positive job growth for the United States as a whole through 2030.

The promise and challenge of the age of artificial intelligence

The time may have finally come for artificial intelligence (AI) after periods of hype followed by several “AI winters” over the past 60 years. AI now powers so many real-world applications, ranging from facial recognition to language translators and assistants like Siri and Alexa, that we barely notice it. Along with these consumer applications, companies across sectors are increasingly harnessing AI’s power in their operations. Embracing AI promises considerable benefits for businesses and economies through its contributions to productivity growth and innovation. At the same time, AI’s impact on work is likely to be profound. Some occupations as well as demand for some skills will decline, while others grow and many change as people work alongside ever-evolving and increasingly capable machines.
This briefing pulls together various strands of research by the McKinsey Global Institute into AI technologies and their uses, limitations, and impact. It was compiled for the Tallinn Digital Summit that took place in October 2018. The briefing concludes with a set of issues that policy makers and business leaders will need to address to soften the disruptive transitions likely to accompany its adoption.

Jobs Lost, Jobs Gained: Workforce Transitions in a Time of Automation

The technology-driven world in which we live is a world filled with promise but also challenges. Cars that drive themselves, machines that read X-rays, and algorithms that respond to customer-service inquiries are all manifestations of powerful new forms of automation. Yet even as these technologies increase productivity and improve our lives, their use will substitute for some work activities humans currently perform—a development that has sparked much public concern.
This report assesses the number and types of jobs that might be created under different scenarios through 2030 and compares that to the jobs that could be lost to automation.
The results reveal a rich mosaic of potential shifts in occupations in the years ahead, with important implications for workforce skills and wages. Our key finding is that while there may be enough work to maintain full employment to 2030 under most scenarios, the transitions will be very challenging—matching or even exceeding the scale of shifts out of agriculture and manufacturing we have seen in the past.

The new dynamics of financial globalisation

A decade after the beginning of the global financial crisis, the fallout continues to reshape the financial system. Gross cross-border capital flows are 65 percent lower in absolute terms than they were in 2007, representing a sharp break from the past. Roughly half of the decline is due to large European and US banks retrenching from foreign markets. But these developments do not signal an end to financial globalization—although there will be risks. Rather, we see a healthy correction from pre-crisis excesses, and a return to a potentially more stable and risk-sensitive era of financial globalization. Lessons have been learned. Moreover, we are beginning to see global finance broaden to a larger number of countries and players, many of them developing economies that are becoming more financially connected. Looking forward, we see that global finance is set for another major disruption. The increasing presence of new financial technologies, including digital platforms for financial transactions, blockchain, and machine learning, have the potential to reinforce financial globalization by making it faster and cheaper to transact across borders—but may also pose new challenges.

The impact of new digital technologies on the labor market has led to the coining of the phrase “technological unemployment,” which describes a view of how the industrialization of the workplace may play out. However, that perspective ignores the other side of the technological coin, which is that automation also creates jobs and brings a positive economic impact from its ability to boost innovation and productivity, and offers advances in fields including healthcare, retail and security.
This report is an attempt to provide a long-term view of how that balance may develop, based on scenarios of how digital automation and AI will shape the workplace, and calibrated to sensitivities around the economy, productivity, job creation and skills.
