In this paper, we consider the main objectives of GPV 2027 (gosudarstvennaia programma vooruzheniia, Russian for "10-year state armament programme") and examine whether Russia’s financial and defence-industrial capabilities are sufficient to meet them. We then consider how the Russian armed forces are likely to be equipped by the mid-2020s, should the main objectives of GPV 2027 be achieved. Although the programme itself is classified, enough details have entered the public domain – for instance, through statements by officials, news reports, federal budgets and draft budgets – for educated inferences to be made as to its broad contours, likely priorities and strategic direction. Such assessments are the basis of this paper.

International climate commitments and the global shift towards a decarbonized economy are challenging tried and tested models of development. This presents serious risks and opportunities for countries like Ghana, Tanzania, Guyana and Mozambique, where there are hopes that fossil fuel discoveries will transform their economies. Drawing on discussions with national governments, multilateral development banks (MDBs) and donor agencies, and a series of modelled scenarios, this paper sets out how carbon risk – defined in this paper as the economic risks associated with dependence on or exposure to high-carbon sectors – will affect developing countries with fossil fuels in the coming decades. It also makes recommendations for governments and their development partners that should enhance economic resilience and competitiveness throughout their transition.

This paper is one of a series on biomass produced by Chatham House. Between them these papers aim to provide an analysis of the growth in the use of wood for power and heat and a discussion of its impact on the global climate and on forests. In addition, the series intends to reach conclusions on the appropriate treatment of woody biomass for energy in policy frameworks. This paper provides background information on the use of woody biomass for power and heat within the EU – the main global source of demand for non-traditional uses of biomass – and examines patterns of demand and supply in nine EU member states, together with the policy frameworks that support the use of biomass for energy.

The focus of this report is on harnessing AI systems today, and as they evolve, to create maximum positive impact on urgent environmental challenges. It suggests ways in which AI can help transform traditional sectors and systems to address climate change, deliver food and water security, protect biodiversity and bolster human well-being. This concern is tightly linked with the emerging question of how to ensure that AI does not become harmful to human well-being.

In an increasingly interconnected world, EU Member States have sought ways to work together against cross-border threats, including organised crime, terrorism and cybercrime, through different agencies and cooperative measures. This report examines the UK’s interaction with those measures after Brexit, and the prospects for future security cooperation between the UK and the EU.

This report analyses the long-term evolution of the economic evolution in terms of GDP for 32 of the world's largest economies in the world, accounting for 85% of today's global GDP. It analyses the different challenges policymakers will have to cope with in those countries as well as the new business opportunities created by this shift in the global economic order.

The EU has so far mostly focused on the electricity sector to reduce her greenhouse gas emissions. To meet its target, though, Europe will have to focus on other sectors, such as heating and cooling. The latter is Europe's single largest energy consumer, covering half of Europe's energy demand. 42% of Europe's current energy supply comes from natural gas. Therefore, the gas industry needs to understand the implications of the decarbonisation of the heating and cooling sector on natural gas demand.
However, the role of those sectors in the natural gas demand is still not properly understood. This paper tries to fill this vacuum by studying the heating and cooling sector in Europe, with a special focus on the implications for the gas industry, especially for the natural gas demand.

This paper looks at the implications of the 2015 Paris Agreement for renewables, energy efficiency and natural gas and draws conclusions on the limitations of renewables for meeting national and international climate targets, illustrated by the past and present German renewable-focused approach. It discusses the need to complement an all-electric renewable approach with the important contribution decarbonized natural gas can make to meet the decarbonisation targets of the Paris Agreement within the time frame given by it. Finally, it illustrates the overlap of EU decarbonisation and German renewable policy and how this hinders short term fuel switching to natural gas and possible remedies. Throughout the paper “gas”, unless otherwise specified, should be taken to mean “natural gas”.

The monitor helps to define the world energy agenda and its evolution over time. It provides a high-level perception of what constitute issues of critical uncertainty, in contrast to those that require immediate action or act as developing signals for the future. It is an essential tool for understanding the complex and uncertain environment in which energy leaders must operate, and a tool through which one can challenge own assumptions on the key drivers within the energy landscape.
This ninth iteration of the monitor is based on insights provided by more than 1,200 energy leaders to provide over 30 national assessments across six regions. It first discusses global issues regarding energy, then deliver country by country assessments of what the latter's national energy agendas should look like.

Last year's State of the World’s Plants report focused predominantly on synthesising knowledge of the numbers of different categories of plants: How many vascular plants are currently known to science? How many are threatened with extinction? What is the number of plants with uses? etc. We also looked at the main threats to these plants, including climate change, land- use change, invasive plants, disease and over-exploitation. However, simply knowing how many plants there are and how many are under threat is not enough – what is also needed is an understanding of why some plants are more vulnerable than others. This year, therefore, we have also examined the emerging evidence for the characteristics of plants that appear to make some types less/more resilient to current and future threats.
It is not all doom and gloom, however. In this year’s State of the World’s Plants, we also highlight the rapidly accumulating discoveries and knowledge that provide important sign-posts to the next food crops, medicines, timbers etc. Information is now also emerging on the effectiveness of conservation actions and policies in protecting some of the most important plant species and communities across the globe. While there is still much more to do, these positive outcomes demonstrate that with scientific knowledge and evidence-based global actions, it is possible to conserve the extraordinary diversity of plants on Earth and to build on the unique combination of beauty and science which can together provide some of the solutions for the global challenges facing humanity today.
