Remaking Europe: Framework for a policy

La survie et le succès de l'Union européenne dépendent de la vitalité de la zone euro. La priorité est en conséquence de donner à celle-ci une perspective claire à 10 ou 15 ans et de la transformer progressivement en un espace réellement intégré, qu'il s'agisse des engagements nécessaires pour mettre en oeuvre des politiques économiques saines et convergentes, de la volonté de recourir aux instruments de solidarité les mieux adaptés ou de l'adoption de règles de gouvernance adéquates. Ainsi seront réunies les conditions d'une nouvelle croissance et d'un meilleur emploi.
L'Union européenne, à 28 Etats membres, doit elle aussi retrouver le chemin de la rigueur et de l'efficacité. Il convient de lui assigner quelques objectifs politiques essentiels, objectifs d'ores et déjà énoncés dans les traités et dont la mise en oeuvre concrète devrait être approuvée par tous les Etats membres : énergie et environnement, marché intérieur, défense, conditions nécessaires pour préserver la libre circulation des personnes.

The survival and success of the European Union depend on the vitality of the Eurozone. The priority is therefore to give the Eurozone a clear perspective for the coming 10 to 15 years and gradually to transform it into a truly integrated area. This approach must embrace the commitments necessary to implement sound and convergent economic policies, a determination to embrace practical instruments of solidarity and the adoption of meaningful rules of governance. These are the keys to new economic growth and higher levels of employment.
The 28-member state European Union has too to find the path of rigour and efficiency. We should agree on a few essential political goals. These goals are already there in the treaties: their concrete implementation now has to be agreed and accepted by all Member States. Energy and the environment, the internal market, defence, and the necessary conditions for the free movement of individuals, are the key policies.

Ce nouveau rapport du Club Praxis propose un choc de simplification de l’Union européenne. Il s’attache à faire des propositions concrètes en vue de changer sa gouvernance et de renforcer son fonctionnement démocratique. Nous considérons que la concordance de plusieurs évènements - une crise quasi fatale de la zone euro, la négociation importante sur la zone de libre-échange transatlantique, voire l’anniversaire émouvant des ravages de la Première Guerre mondiale – crée une dynamique de changement, et que l’on ne doit pas confondre la frustration bien compréhensive devant l’attelage baroque et inefficace des 28 pays de l’Union avec un manque d’enthousiasme pour l’idée même d’Europe.

The Club Praxis, French transatlantic think tank, proposes in his latest report on the European Union, a real shock to simplify the EU.
Convinced that enthusiasm for the idea of Europe remains despite the increasing frustration of the French against the inefficiency of Brussels, Praxis Club made 17 proposals to give a fresh start to the EU and rebuild the European project.

An initial assessment of territorial forward planning/foresight projects in the European Union

Territorial foresight is a structured set of participatory vision building and strategic planning activities that allow regions to think, consider, debate and shape the medium to long-term future of their regions, provinces or cities. Many of the key process elements of foresight are widely used in strategic planning – the formation of expert panels, the use of socio-economic and environmental data consultation, brainstorming, trend and extrapolation and the setting of strategic goals. Foresight, unlike most approaches to strategic planning, deals with long-term prospects, and draws upon the views of multiple stakeholders.
This report analyses the interactions between European strategies and policies, and the activities of the analysed territorial foresights, in order to assess the potential opportunity to create a territorial foresight network or platform at the European level.

As strategic territories for the future of countries and continents, cities and urban or rurban regions appear to be in the front line as areas of tension and as agents of intervention concerning the major challenges facing the planet. Our so-called "welfare" societies in Europe cannot escape these global processes. Initially, this report will attempt to establish a diagnosis of urban realities in Europe by exposing certain methodological difficulties and issues. In part two, it will address the theme of integrated strategies for the sustainable development of territories and ways of regulating them within cities and rurban regions. The third part will cover the role of the European Union and Member States in building the urban field. Finally, it will discuss the perspectives opened by the Europe 2020 strategy for cities and rurban regions, as well as some proposals.

For many years now the Committee of the Regions has been building a reputation of being "the EU's Assembly of Regional and Local Representatives".
It decided to contribute to the debate on metropolitan governance by pulling resources together with a long-standing international partner like the Forum of Federations (FoF). The going together with such a renowned global academic network on federalism in this project, provided the CoR with an unprecedented mix of analytical and policy expertise on urban and metropolitan issues to be able to offer to our members and the rest of the EU institutions.

The Future of Financial Markets and Regulation: What Strategy for Europe?

This article provides insight into the future of financial markets and regulation in order to define what would be the best strategy for Europe. To preserve financial stability, Europe has to choose between financial opening and independently determining how to regulate finance.

Among the five scenarios we defined, three achieve financial stability both inside and outside Europe. In terms of market efficiency, the multi-polar scenario is the best and the fragmentation scenario is the worst, since gains of integration depend on the size of the new capital market. Regarding sovereignty of regulation, fragmentation is the best scenario and the multi-polar scenario is the worst because it necessitates coordination at the global level which implies moving further away from respective national preferences. However, the more realistic option seems to be the regionalisation scenario: (i) this level of coordination seems much more realistic than the global one; (ii) the market should be of sufficient size to enjoy substantial benefits of integration. Nevertheless, the “European government” might gradually increase the degree of financial integration outside Europe in line with the degree of cooperation with the rest of the world.

Research and Innovation on Sustainable Urban Dynamics

Urban issues are tackled in different Challenges of the Horizon 2020, the European Framework Programme for Research and Innovation. In Challenge 6 dealing with Inclusive, Innovative and Reflective Societies, a specific socio-economic item deals with “The promotion of sustainable and inclusive environments through innovative spatial and urban planning and design”. This publication highlights 10 stakeholders-based urban subjects to be addressed over the next years. It also provides a list of the EU urban research projects funded in the 7th EU Framework Programme (Social Sciences and Humanities; Sustainability and Environment; Transport and Energy; ICT; Smart Cities; and Security).
