Foresight Future of the Sea

Abstract in English: 
This report considers the role that science and technology can play in understanding and providing solutions to the long-term issues affecting the sea. It outlines a number of recommendations to help the UK utilise its current expertise and technological strengths to foster trade links, build marine capacity across the world and collaborate to tackle climate change.

From Captain Cook, to Turner and the Royal Navy, the sea is embedded in our culture and history, but what will it mean for the UK to be successful maritime nation in the 21st century, and beyond? That is the key question that this report seeks to answer.
We anticipate many new opportunities for the UK to benefit economically from the sea, and to show leadership on the global stage. We are well placed to succeed. Including the British Overseas Territories, the UK has one of the largest marine spaces of any country in the world – a rich and diverse area that offers new opportunities for exploration, protection and economic activity. Many of the UK’s relevant technological and scientific capabilities are world leading. However business as usual is not an option if the UK wants to fully capitalise on these opportunities, and be a successful marine and maritime nation in the future.

Emerging artificial intelligence (AI) tools will provide propagandists radically enhanced capabilities to manipulate human minds. Human cognition is a complex system, and AI tools are very good at decoding complex systems. Interactions on social media, browsing the Internet, and even grocery shopping provide thousands of data points from which technologists can build psychological profiles on nearly every citizen. When provided rich databases of information about us, machines will know our personalities, wants, needs, annoyances, and fears better than we know them ourselves. Over the next few years, MADCOMs—the integration of AI systems into machine-driven communications tools for use in computational propaganda—will gain enhanced ability to influence people, tailoring persuasive, distracting, or intimidating messaging toward individuals based on their unique personalities and backgrounds, a form of highly personalized propaganda.

The future of additive manufacturing - 3D printing

The innovative power of additive manufacturing, also known as 3D printing, lies in the way in which objects are designed and produced. The variety of processes used means that applications can be developed for industry – such as the creation of equipment or intermediate products – as well as for consumers. The technology, which has had several decades to mature, is making leaps and bounds, and has the potential to be deployed on a much wider scale in the future.

An in-depth review examines the various parts of the market, including the different stakeholders involved, the users (manufacturers and the general public) as well as the various ecosystems that create synergy between the various initiatives. It highlights the potential of additive manufacturing, in terms of boosting the competitiveness of French companies and creating opportunities in France's regions.

The review also includes four possible scenarios that show how the market could develop, and lists the roadblocks and drivers that influence each one. They are entitled "prototyping and experimentation", "scale-up of customisation", "mass production and performance improvements" and "shifts in the value chain". The goal of the resulting recommendations is to improve the conditions for providing support for stakeholders so that additive manufacturing can reach its full potential.

The methods used, the results obtained and the recommendations are the sole responsibility of the authors of the study.

The Global Risks Report 2017

The Global Risks Report 2017 features perspectives from nearly 750 experts on the perceived impact and likelihood of 30 prevalent global risks as well as 13 underlying trends that could amplify them or alter the interconnections between them over a 10-year timeframe.
2016 saw a crystallization of political risks that have led to the election of populist leaders, a loss of faith in institutions and increased strain on international cooperation. We should not be surprised by this: for the past decade, the Global Risks Report has been drawing attention to persistent economic, social and political factors that have been shaping our risks landscape.
This year’s report will examine the five greatest priorities facing the world in 2017, their interconnections and the actions necessary to avoid their harshest fall-out.

Identifying Future Disease Hot Spots - Infectious Disease Vulnerability Index

Recent high-profile outbreaks, such as Ebola and Zika, have illustrated the transnational nature of infectious diseases. Countries that are most vulnerable to such outbreaks might be higher priorities for technical support. RAND created the Infectious Disease Vulnerability Index to help U.S. government and international agencies identify these countries and thereby inform programming to preemptively help mitigate the spread and effects of potential transnational outbreaks.
The authors employed a rigorous methodology to identify the countries most vulnerable to disease outbreaks. They conducted a comprehensive review of relevant literature to identify factors influencing infectious disease vulnerability. Using widely available data, the authors created an index for identifying potentially vulnerable countries and then ranked countries by overall vulnerability score. Policymakers should focus on the 25 most-vulnerable countries with an eye toward a potential "disease belt" in the Sahel region of Africa.
The infectious disease vulnerability scores for several countries were better than what would have been predicted on the basis of economic status alone. This suggests that low-income countries can overcome economic challenges and become more resilient to public health challenges, such as infectious disease outbreaks.

In 2012, a large-scale US/NATO conflict with Russia or China was close to unthinkable. Chinese Space Strategy and Developments

Competition in space is not a new phenomenon. The Space Race between the Soviet Union and United States was one of the defining aspects of the Cold War era. While astronauts are no longer national celebrities and media coverage has greatly diminished, competition in space remains fierce. The United States, China, Russia, Europe, and numerous others all seek to use outer space in a way that best forwards national interest.

China, in particular, has substantially increased its outer space efforts and capabilities in the post-Cold War era. China’s 2015 Defense White Paper refers to space as the “commanding height in international strategic competition”, and its commitment to active programs further underlines this strategic development. China already possesses advanced space-based C4ISR capabilities, a growing fleet of modern launch vehicles, the BeiDou satellite navigation program comparable to U.S. GPS, an array of counterspace and ASAT weapons (kinetic-kill, directed-energy, co-orbital, and cyber), and an advanced manned space program.

Kew’s scientific vision is to document and understand global plant and fungal diversity and its uses, bringing authoritative expertise to bear on the critical challenges facing humanity today.
In this document we set out three strategic priorities to enable us to curate, use, enhance, explore and share Kew’s global resource, providing robust data and a strong evidence base for our UK and global stakeholders as follows:
1. To document and conduct research into global plant and fungal diversity and its uses for humanity.
2. To curate and provide data-rich evidence from Kew’s unrivalled collections as a global asset for scientific research.
3. To disseminate our scientific knowledge of plants and fungi, maximising its impact in science, education, conservation policy and management.
