Abstract in English: 
The objective of this report is to highlight new alternative sources of capital and examine their potential for broader industry disruption in the future. Not all of the trends highlighted in this report will find broad adoption. But collectively, they hold lessons that could point towards the shape of the whole industry to come. To achieve this objective, this report describes the principal new capital sources that have arisen over the past decade, examines their drivers, and explains their effects and importance for society.

Chinese Space Strategy and Developments

Competition in space is not a new phenomenon. The Space Race between the Soviet Union and United States was one of the defining aspects of the Cold War era. While astronauts are no longer national celebrities and media coverage has greatly diminished, competition in space remains fierce. The United States, China, Russia, Europe, and numerous others all seek to use outer space in a way that best forwards national interest.

China, in particular, has substantially increased its outer space efforts and capabilities in the post-Cold War era. China’s 2015 Defense White Paper refers to space as the “commanding height in international strategic competition”, and its commitment to active programs further underlines this strategic development. China already possesses advanced space-based C4ISR capabilities, a growing fleet of modern launch vehicles, the BeiDou satellite navigation program comparable to U.S. GPS, an array of counterspace and ASAT weapons (kinetic-kill, directed-energy, co-orbital, and cyber), and an advanced manned space program.

Space security for Europe

This Report is the outcome of an EUISS Task Force on ‘Space and Security’ which convened from September 2015 until June 2016. It has three main objectives. First, it analyses potential threats to critical European space infrastructure, (including cyber attacks), and evaluates possible responses.

Second, it assesses the main space security considerations for the EU – as a satellite owner, facilitator for European cooperation, and diplomatic actor. Third, it offers ideas for improving European strategic thinking on space security, with the goals of improving space system resilience, reducing external dependence, and ensuring a secure and sustainable environment for outer space activities.

Due Diligence in Cyberspace - Guidelines for International and European Cyber Policy and Cybersecurity Policy

Global cyberspace is undergoing fundamental change. There are now frequent references to a “fragmentation of the Internet”, but many European and international working groups are also increasingly aware that “a free, open and at the same time secure Internet” is a global public good. However, the political rules adopted for International and European cyber policies and cybersecurity policies will always lag behind technological developments. It is the more important, therefore, to subject these rules to the over-arching norm of due diligence in cyberspace, and to do so on the national, European and international levels. This generates three requirements for Germany’s future strategic orientation in cyberspace:
- European cooperation: integrating national policies into the European framework;
- Inclusiveness: giving different interest groups broad and publicly accessible representation in formulating policies;
- Civilian response: prioritising the civilian component over the military component, particularly in times of peace.

However, Germany’s major partners are confused as to what goals precisely it is pursuing in cyberspace. It is therefore advisable for Berlin to improve its coordination and communication of responsibilities at the national and EU levels, be it on issues of Internet Governance, the fight against cybercrime, or cyberdefence.

The world is embracing a truly digital future. Upwards of one billion new users and 20 billion devices are forecast to be online within five years. However, for this future to deliver its promise of greater digital freedom, security, trustworthiness and accessibility for all, governance of the Internet across all its dimensions must be an obvious priority around the world.
In only a few decades, the Internet has grown to be a truly transformative phenomenon, with the capacity to touch nearly every aspect of life. The Internet now connects almost half of the world’s population and connectivity rates continue to expand apace, empowering users for both good and ill. The Internet is unquestionably the most powerful information system the world has yet seen, but the digital world is only just past its infancy. As the digital world evolves, the Internet is poised to be the superstructure underlying all other infrastructures.
The Internet has become such a part of our lives that we take it, and our access to it, for granted. Maintaining and preserving its open and accessible qualities — the very qualities that encourage creativity and connectivity — present a challenge. It is vital that the rules and safeguards of Internet governance keep up with the pace of digital innovation, particularly in the sphere of the IoT. At the same time, the process of governance must not inadvertently slow down the spread of the Internet’s benefits, reduce creativity or inhibit its global reach.

A Game Changer? The EU's preparatory action on Defence Research

The Preparatory Action for Common Security and Defence Policy‐related research is currently under preparation, and it will serve as a test‐bed to prove the relevance of defence‐related research at the European Union‐level. The Preparatory Action could potentially see between €75 ‐ €100 million invested in defence‐specific research over a three‐year period beginning in 2017. The Preparatory Action follows on from a pilot project on CSDP research that was launched by the European Parliament with a budget line of €1.5 million over the 2015‐2016 period. The Preparatory Action aims to serve as a basis for an eventual, fully‐fledged, European Defence Research Programme. Indeed, should the work of the Preparatory Action prove successful, the next step would be to insert a specific thematic area on defence research within the next multi‐annual financial framework (2021‐2027) potentially worth some €3.5 billion.
The idea to specifically invest EU funds in defence research is potentially a ‘gamechanger’. Traditionally, the EU has suffered from important constraints when using EU funds for defence‐related activities. Presently, projects and programmes funded under the European Structural and Investment Funds, COSME (Europe’s programme for SMEs) and Horizon 2020 are still largely geared towards civilian rather than military projects, even though defence‐related projects are not formally excluded. One of the chief objectives of the Preparatory Action and of any eventual European Defence Research Programme is to enhance Europe’s strategic autonomy by investing in key defence technologies.

“Creative Disruption: Technology, Strategy, and the Future of the Global Defense Industry” identifies trends in the technology, security and business environments; highlights the disruptive effects of these trends; and offers recommendations for improving the United States’ ability to harness new sources of innovation. This report is the culminating effort of Creative Disruption: The Task Force on Strategy, Technology and Global Defense Industry, a months-long research agenda, co-chaired by the Honorable William J. Lynn III and ADM James Stavridis, USN (Ret.), that included numerous working groups, interviews and surveys.

Authored by Senior Fellow and Director of the Technology and National Security Program Ben FitzGerald and Research Associate Kelley Sayler, with a foreword by Creative Disruption Task Force co-chairs Mr. Lynn and ADM Stavridis, the report highlights the "growing disconnect" between Defense Department (DOD) needs and what the existing business climate and acquisition strategy and structures are able to provide. The report concludes with strategic-level recommendations for increasing DOD’s ability to access and leverage shifting sources of innovation, emanating from both the commercial and traditional defense sectors, including both domestic and international suppliers.

Today’s global challenges are developing faster than ever as the world grows more interdependent. Advanced technologies are empowering individuals and organizations in new and unpredictable ways, creating new partnerships but also enabling the rise of new adversaries. A wide array of actors – from non-state groups to rogue states to revisionist powers – are testing these new tools. In parallel, the international system built in the second half of the 20th century is being challenged by emerging regional and global powers, while environmental and other transnational issues have become a determining factor in geopolitics. The resulting complexity and growing number of challenges have made the global security environment more difficult to navigate. It is in this context that the transatlantic relationship is evolving.

Building a Transatlantic Digital Marketplace: Twenty Steps Toward 2020

The United States and the European Union (EU) have a historic opportunity—perhaps their last—to be leaders in building the digital market of the future. To do so, they must seize the opportunity to create a transatlantic digital single market stretching from Silicon Valley to Tallinn, Estonia. Together, they can give a new burst of energy to a global Internet economy centered on thriving digital commerce, innovation, creativity, online security, and citizens’ rights. The newest report of the Atlantic Council’s Future Europe Initiative, “Building a Transatlantic Digital Marketplace: Twenty Steps Toward 2020,” evaluates the state of play on the most pressing digital policy issues across five interlocking areas, and identifies twenty steps that the United States and the EU can begin to take between now and 2020 to build a transatlantic marketplace, encourage trust, and preserve the Internet as a global commercial commons and a public good.
