Economic Outlook for Southeast Asia, China and India 2019 - TOWARDS SMART URBAN TRANSPORTATION

The Economic Outlook for Southeast Asia, China and India is a bi-annual publication on regional economic growth, development and regional integration in Emerging Asia. It focuses on the economic conditions of Association of Southeast Asian Nations (ASEAN) member countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. It also addresses relevant economic issues in China and India to fully reflect economic developments in the region.
The Outlook comprises four main parts, each highlighting a particular dimension of recent economic developments in the region. The first part presents the regional economic monitor, depicting the economic outlook and macroeconomic challenges in the region. The second part consists of a special thematic chapter addressing a major issue facing the region. The 2019 edition of the Outlook looks at smart cities, with a special focus on transportation. Addressing traffic congestion, in particular, is critical in realising the potential benefits of urbanisation for growth. The third part of the report includes structural country notes offering specific recommendations for each country, and the fourth part discusses the recent progress made in key aspects of regional integration.

There are numerous analyses about China and its future, as well as about Chinese engagement with Latin America. This report examines, in detail, how the growth of China, with its power and role in the global economy, is likely to transform Latin America and the Caribbean through economic, political, and other forms of engagement with the region. The report considers multiple scenarios regarding the future of China, the resolution of its security challenges, and possible departures from its current trajectory. It focuses primarily on the question of what Latin America and the Caribbean will look like if China succeeds in its ongoing economic and political engagement in the region.

Tomorrow’s Silk Road: Assessing an EU-China Free Trade Agreement – 2nd edition

In developing its international trade strategy since 2006, the EU has placed a strong emphasis on concluding Free Trade Agreements (FTAs) with dynamic East Asian economies. Until very recently, however, no explicit mention has been made of China – the region’s largest and most dynamic economy – as a possible candidate for an FTA with the EU. This oversight becomes even more glaring if one considers the magnitude of the economic intercourse that already exists today between these two trading partners. China is the logical sequel in the Union’s trade strategy for East Asia. This study attempts to provide a solid analytical basis for negotiations on an EU-China Free Trade Agreement (formally, Free Trade Area treaty). The first official suggestion for such an FTA, made by Chinese President Xi Jin Ping in the spring of 2014, has recently been considered, cautiously and under various conditions, by the EU as well.

What China wants Analysis of China's food demand to 2050

China’s economic growth and process of urbanisation are bringing about profound changes to China’s agrifood sector. With demand for agrifood products projected to double between 2009 and 2050, China’s agricultural sector is poised to contend with the challenges of depleting natural resource and rising input costs to maintain or improve productivity growth of most
major agricultural commodities.

With the population of China expected to increase to about 1.38 billion in 2050, the nature of food demand will depend on a number of factors, including income growth and urbanization. To investigate these developing trends, this study considers demand across three different income groups: urban high income, urban medium income and rural households. An updated version of the ABARES agrifood model (Linehan et al. 2012a) was used for the analysis. This model is an economic simulation model of global agricultural production, consumption and trade. In this report, agrifood products include primary agricultural products and lightly transformed agricultural products, such as flour and meat, but exclude highly processed food items. While it is projected that the majority of China’s future food demand will be met by an increase in domestic production, there are significant challenges with which the Chinese agrifood sector will need to contend to maintain or increase productivity growth. Investment in the industry is ongoing and required to ensure the degradation and availability of land and water resources, and rising costs for intermediate inputs, do not impede production growth.

The opportunities that Chinese demand growth will provide to food producers and exporters to 2050 are significant. To fully realize those opportunities, it will be important for Australian industries to utilize the working relationships with different agents in the food supply chain in China. For example, supermarkets and hypermarkets, which have an increasing presence in
urban food retailing in China, are playing an important role in meeting the demand for high‐value products by urban consumers. With higher incomes, urban consumers are also expected to increase their expenditure on convenience foods, fast food and restaurant food. Australian industries will need to be responsive to these changes if they are to successfully compete in the
Chinese market over the long term.

This overview, followed by five supporting reports, identifies these challenges of tomorrow, points to key choices ahead, and recommends not just ‘what’ needs to be reformed, but ‘how’ to undertake the reforms. The overview is divided into nine chapters. The first chapter examines the characteristics of China’s development since 1978; considers future opportunities, challenges, and risks; and describes a vision of China in the year 2030. The second chapter maps a new strategy that will realize this vision, focusing on the key choices ahead for China to sustain rapid economic and social development and become a modern, harmonious, and creative high-income society before 2030. Chapters three to eight elaborate on each of the six pillars of the new strategy: consolidating China’s market foundations; enhancing innovation; promoting green development; ensuring equality of opportunity and social protection for all; strengthening public finances; and achieving mutually beneficial win-win relations between China and the rest of the world. The ninth and final chapter addresses implementation challenges, including the sequencing of reforms and overcoming obstacles that are likely to emerge.
