African futures: Horizon 2025

Abstract in English: 
If Sub-Saharan Africa’s future had to be encapsulated in a single word, it would be transformation. In recent years the continent has undergone significant economic, socio-political, and technological transformations, a process which is likely to accelerate over the coming decades. While it would be an overstatement to proclaim that the future will be African, there are strong indications that the global importance of the continent is set to rise – and not only as a source of risk factors spilling over from poverty and instability. By 2045, approximately a quarter of the world’s population will be African. Looking ahead, there is also the potential for Africa’s economic growth to outpace the global average. The expansion of foreign direct investment (FDI), which today already outstrips aid, could drive further integration of African countries in the world economy. The diversification of Africa’s relationship with external partners – which now not only include traditional Western partners such as the EU, but also Asian, Middle Eastern and Gulf countries – will also contribute to increasing Africa’s prominence in the global arena.

Repairing the U.S.-Israel Relationship

“The U.S.-Israel relationship is in trouble,” warn Council on Foreign Relations Senior Fellows Robert D. Blackwill and Philip H. Gordon in a new Council Special Report, Repairing the U.S.-Israel Relationship. Significant policy differences over issues in the Middle East, as well as changing demographics and politics within both the United States and Israel, have pushed the two countries apart. Blackwill, a former senior official in the Bush administration, and Gordon, a former senior official in the Obama administration, call for “a deliberate and sustained effort by policymakers and opinion leaders in both countries” to repair the relationship and to avoid divisions “that no one who cares about Israel’s security or America’s values and interests in the Middle East should want.”

Demographic, employment, and wage trends in South Africa

This paper looks to uncover the growth traps and opportunities for the South African economy, with a focus on underlying labour market dynamics. We explore the potential of South Africa’s demographic dividend. We also consider the structure of the labour market and the growth-employment interactions, which uncover the skills-biased labour demand path of the economy and a rising trend in the use of labour brokers to source temporary workers. Finally, we show a new labour market trend has emerged: a rise in the share of public sector employment along with higher conditional returns to public sector workers than to those in the private sector.

A New Skills Agenda for Europe

‘A New Skills Agenda for Europe’ was published on 10 June 2016. Its focus is on equipping Europeans with the right skills in order to increase Europe’s workforce employability and to respond to changes in labour market requirements. The agenda is grounded on the evidence of the existence of skills gap and mismatch across the Union and within countries. There is a shortage of basic, digital, transversal, and entrepreneurial skills. A common understanding of key competences on the job is missing. Vocational education and training (VET) is undervalued and its attractiveness and opportunities may be enhanced. Overall, skills intelligence allowing for more informed choices is indispensable for skills policies to make a difference in addressing the extent of mismatch of supplied competences and the occurrence of gaps. All these aspects are relevant at the territorial level. In fact, the outlining of policies and/or interventions in the domains of education and training as well as of youth, employment and migration is not solely a prerogative of national governments. It also occurs at the local and regional level. Furthermore, it is at this same level that labour market needs meet the skills supply and that future trends of job opportunities as well as cooperative approaches among different stakeholders of the labour market are shaped.

Advancing into the Golden Years – Cost of healthcare for Asia Pacific's elderly

Asia Pacific (APAC)* is the fastest ageing region in the world with more than 200 million people expected to move into the ranks of the elderly (aged 65 years and above) between now and 2030. This represents an increase of 71 percent in the number of elderly people, compared to increases of 55 percent in North America and 31 percent in Europe over the same period.
Driven by improving socio-economic conditions and increasing life-expectancy, the speed at which societies in APAC are ageing poses an unprecedented challenge. For comparison, Singapore’s elderly population will rise from 11 to 20 percent in the next 15 years, while it took France 49 years to do the same. By 2030, Japan will become the world’s first “ultra-aged” nation, with the elderly accounting for more than 28 percent of the population, while Hong Kong, South Korea, and Taiwan will be considered “super-aged”, with more than 21 percent.
Many APAC countries are moving from a period when they reaped a “demographic dividend” to one where they face the prospect of paying a “demographic tax”. Such a significant demographic shift will be accompanied by a host of financial and socio-economic risks affecting multiple stakeholders, as shown in Exhibit A. Consequently, there is an urgent need to evaluate each country’s readiness to manage increasingly aged societies and to develop solutions that mitigate the associated risks. This report takes a deeper look into the impact of societal ageing on elderly healthcare costs in APAC.

The Future of Jobs: Employment, Skills and Workforce Strategy for the Fourth Industrial Revolution

Today, we are at the beginning of a Fourth Industrial Revolution. Developments in genetics, artificial intelligence, robotics, nanotechnology, 3D printing and biotechnology, to name just a few, are all building on and amplifying one another. This will lay the foundation for a revolution more comprehensive and all-encompassing than anything we have ever seen. Smart systems—homes, factories, farms, grids or cities—will help tackle problems ranging from supply chain management to climate change. The rise of the sharing economy will allow people to monetize everything from their empty house to their car.
While the impending change holds great promise, the patterns of consumption, production and employment created by it also pose major challenges requiring proactive adaptation by corporations, governments and individuals. Concurrent to the technological revolution are a set of broader socio-economic, geopolitical and demographic drivers of change, each interacting in multiple directions and intensifying one another. As entire industries adjust, most occupations are undergoing a fundamental transformation. While some jobs are threatened by redundancy and others grow rapidly, existing jobs are also going through a change in the skill sets required to do them. The debate on these transformations is often polarized between those who foresee limitless new opportunities and those that foresee massive dislocation of jobs. In fact, the reality is highly specific to the industry, region and occupation in question as well as the ability of various stakeholders to manage change.
The Future of Jobs Report is a first step in becoming specific about the changes at hand. It taps into the knowledge of those who are best placed to observe the dynamics of workforces—Chief Human Resources and Strategy Officers—by asking them what the current shifts mean, specifically for employment, skills and recruitment across industries and geographies. In particular, we have introduced a new measure—skills stability—to quantify the degree of skills disruption within an occupation, a job family or an entire industry. We have also been able to provide an outlook on the gender dynamics of the changes underway, a key element in understanding how the benefits and burdens of the Fourth Industrial Revolution will be distributed.

“Just Imagine!”: RICS Strategic Foresight 2030

In a changing world of work and governance, there is a widespread perception that the traditional professions are under siege. Their authority and status, their exclusive access to specialised knowledge, and their right to regulate their own affairs are all seriously being challenged. No longer able to claim special privileges as disinterested, altruistic occupational groups acting detachedly in the public interest, professions are finding their traditional values and loyalties eroded.

The challenge is coming not only from a better informed and less deferential public, but also from governments sensitive to public concerns, from the media which reflect and amplify them, and from the organisations in both public and private sectors which employ their members.

Representatives of ‘old’ professions are being asked to work in entirely different ways, and ‘new’ professions are emerging all the time in areas like management, culture, meditation, counselling and the environment.

Do we still need ‘professions’ based on the 20th century model (itself a creation of the 19th century before) – self‐appointed, self‐assessed and self‐serving guardians of standards, values and social stability?

Global Food Security

The overall risk of food insecurity in many countries of strategic importance to the United States will increase during the next 10 years because of production, transport, and market disruptions to local food availability, declining purchasing power, and counterproductive government policies. Demographic shifts and constraints on key inputs will compound this risk. In some countries, declining food security will almost certainly contribute to social disruptions or large-scale political instability or conflict, amplifying global concerns about the availability of food.

World Urbanization Prospects

oday, 54 per cent of the world’s population lives in urban areas, a proportion that is expected to increase to 66 per cent by 2050. Projections show that urbanization combined with the overall growth of the world’s population could add another 2.5 billion people to urban populations by 2050, with close to 90 percent of the increase concentrated in Asia and Africa, according to a new United Nations report launched today.

The 2014 revision of the World Urbanization Prospects by UN DESA’s Population Division notes that the largest urban growth will take place in India, China and Nigeria. These three countries will account for 37 per cent of the projected growth of the world’s urban population between 2014 and 2050. By 2050, India is projected to add 404 million urban dwellers, China 292 million and Nigeria 212 million.
