Abstract in English: 
In this short presentation, Dr Franck Debié, Director of the Library and the Knowledge services in the European Parliament, Associate Professor of Geopolitics at Ecole Normale Supérieure de Paris (Paris Sciences et Lettres University), Member of the Steering Committee of the European System for Policy Analysis and Strategy (ESPAS) outlines his view of the key findings of the three ESPAS reports (2012, 2015, 2019) on long-term trends to 2030 for the Ideas Network 2030, an Oxford based network regrouping policy-makers, business actors and researchers. The discussion took place on 14 September 2019. In his conclusions he stressed that: 'the successive ESPAS reports help us to progressively narrow our focus on those issues which will force Europeans to engage in a joint conversation on policy options for the future: the rise of China, climate change, aging and migration, digital disruption, and the growth of nationalism.

Throughout history, humanity’s successes and failures and the survival of societies and nations have derived in large parts from technical innovations and disruptive technologies that have replaced the status-quo with new and better ways of doing things. It is thus understandable, indeed necessary, that nations and governments ask what mechanisms and instruments they should put in place to encourage scientific discoveries and to create technical breakthroughs, particularly for technologies with a transformative, strategic dimension that a nation can ill-afford to miss or fail to understand, control and
shape.

Many funding schemes and government programs already exist around the world that aim to support scientific discovery and societal innovation. Many are curiosity driven scientific endeavors that -like artadvance our understanding of the world and our lives and our identity as humans. Others attempt to promote more pragmatic goals and improve engineering and development processes. All are important and necessary mechanisms to drive science forward.

En considérant l’ensemble des risques, menaces et opportunités pour notre pays, deux problématiques ont structuré notre réflexion :
- La France ne peut pas, bien entendu, faire face seule et partout à ces défis. Notre autonomie, que nous souhaitons la plus complète possible, est réelle mais relative dans un nombre croissant de domaines. Il convient donc d’être lucide sur les priorités qui s’imposent à nous, en raison de la proximité géographique des menaces, ou de leur impact sur notre communauté nationale. Nos partenaires, européens et américains, sont indispensables pour faire face à ces défis.
- Nous avons également des intérêts globaux, qui découlent de notre statut au sein des instances multilatérales, de notre présence mondiale (en particulier outre-mer et dans notre zone économique exclusive) ainsi que de la contraction géographique liée aux interdépendances induites par la mondialisation des échanges, des flux et des technologies.
Dans ce contexte, la responsabilité de la France repose sur une singularité stratégique objective. Seul pays européen (après le Brexit) membre permanent du Conseil de sécurité des Nations Unies et puissance nucléaire, membre fondateur de l’Union européenne et de l’OTAN, dotée d’un modèle d’armée complet et d’emploi, la France doit maintenir une double ambition : préserver son autonomie stratégique et construire une Europe plus robuste, pour faire face à la multiplication des défis communs.

Weighing up all the risks, threats and opportunities for France, two main issues underpin the work in this review:
- France clearly cannot address all these challenges on its own. Our national autonomy is real and should be as comprehensive as possible, but it is limited within a growing number of fields. This calls for a clear-sighted approach to priorities based on the geographical proximity of threats and on the interests of our national community. France’s European and American partners are essential for facing these challenges.
- France also has global interests. These relate to its status within multilateral organisations and its presence around the world (in particular in its overseas territories and exclusive economic zone), as well as the fact that the world is shrinking as globalised technologies and flows of goods and people generate more interdependence.
Within this context, its responsibility is based on its unique situation in objective terms. France is the only EU country (post-Brexit) that is a permanent member of the United Nations Security Council, a nuclear power, a founding member of the European Union and NATO, and that retains a full-spectrum and engaged military. As such, its ambition must be twofold: to preserve its strategic autonomy and to build a stronger Europe to face the growing number of common challenges.

Financing the digital transformation

This study was commissioned as a follow-up to the European Investment Bank InnovFin Advisory study of Access-to-Finance Conditions for Key Enabling Technologies companies in 2015. It carries out a mapping of the key access-to-finance conditions for companies working in the photonics and micro-electronics/components sectors in Europe. Furthermore, the report explores to what extent the conclusions drawn and recommendations made for KETs (Key Enabling Technologies) companies in general also apply to photonics and semiconductor companies and identifies the need for more targeted measures.

Innovation with a Purpose: The role of technology innovation in accelerating food systems transformation

Global food systems today are in need of transformation. Billions of people are poorly nourished, millions of farmers live at subsistence level, enormous amounts of food go to waste and poor farming practices are taking a toll on the environment. Achieving the Sustainable Development Goals (SDGs) by 2030 will require food systems that are inclusive, sustainable, efficient, nutritious and healthy.
Achieving a true transformation of food systems requires a holistic approach – one engaging all stakeholders and deploying a wide array of actions such as improved policy, increased investment, expanded infrastructure, farmer capacity-building, consumer behaviour change and improved resource management. Technology innovations, combined with other interventions, can play an important role in enabling and accelerating food systems transformation.

Building a Smart Partnership for the Fourth Industrial Revolution

The emerging technologies of the Fourth Industrial Revolution offer unprecedented avenues to improve quality of life, advance society, and contribute to global economic growth. Yet along with greater prospects for human advancement and progress, advancements in these technologies have the potential to be dramatically disruptive, threatening existing assumptions around national security, rules for international cooperation, and a thriving global commerce. This report by the Atlantic Council’s Scowcroft Center for Strategy and Security and the Korea Institute for Advancement of Technology (KIAT) addresses emerging technologies in key areas of the Fourth Industrial Revolution and explores innovative ways by which the United States and the Republic of Korea can cooperate around advancements in artificial intelligence and robotics; biotechnology; and the Internet of Things.
Each chapter focuses on one of these scientific advancements, with two authors exploring the technology from the perspective of the United States and the Republic of Korea, respectively. Building off the work already underway in both countries, the authors of this report examine opportunities for continued growth and development in these key areas, offering concrete, distinct recommendations for increasing US-ROK cooperation around each technology as the world moves further into the Fourth Industrial Revolution.
