Future of Food : Maximizing Finance for Development in Agricultural Value Chains

Current levels of investment in agricultural value chains are insufficient to achieve key development goals including ending poverty and hunger, boosting shared prosperity through more and better jobs, and better stewarding the world’s natural resources by 2030. Crowding-in private investment to help achieve these goals and optimizing the use of scarce public resources will be needed, as will the continued promotion of good governance and environmental and social sustainability. Increasing private sector investment and associated financing will require identifying and understanding market failures currently leading to the sub-optimal private provision of goods and services needed to achieve key development goals. Where the private sector is already investing in agricultural value chains, promoting responsible investment can help increase development impacts. Crowding-in more private investment requires increasing the space for private sector activity, improving the policy and regulatory environment, and considering options for using public financing to improve private incentives and to reduce transaction costs and risks, including blended finance solutions. While these actions can help induce more private investment, there is still a critical need for public resources to finance essential public goods and services such as human capital, agricultural research, and complementary public infrastructure

Innovation with a Purpose: The role of technology innovation in accelerating food systems transformation

Global food systems today are in need of transformation. Billions of people are poorly nourished, millions of farmers live at subsistence level, enormous amounts of food go to waste and poor farming practices are taking a toll on the environment. Achieving the Sustainable Development Goals (SDGs) by 2030 will require food systems that are inclusive, sustainable, efficient, nutritious and healthy.
Achieving a true transformation of food systems requires a holistic approach – one engaging all stakeholders and deploying a wide array of actions such as improved policy, increased investment, expanded infrastructure, farmer capacity-building, consumer behaviour change and improved resource management. Technology innovations, combined with other interventions, can play an important role in enabling and accelerating food systems transformation.

Chokepoints and Vulnerabilities in Global Food Trade

Global food security is underpinned by trade in a few crops and fertilizers. Just three crops – maize, wheat and rice – account for around 60 per cent of global food energy intake.A fourth crop, soybean, is the world’s largest source of animal protein feed, accounting for 65 per cent of global protein feed supply. Each year, the world’s transport system moves enough maize, wheat, rice and soybean to feed approximately 2.8 billion people. Meanwhile, the 180 million tonnes of fertilizers applied to farmland annually play a vital role in helping us grow enough wheat, rice and maize to sustain our expanding populations. International trade in these commodities is growing, increasing pressure on a small number of ‘chokepoints’ – critical junctures on transport routes through which exceptional volumes of trade pass. Three principal kinds of chokepoint are critical to global food security: maritime corridors such as straits and canals; coastal infrastructure in major crop-exporting regions; and inland transport infrastructure in major crop-exporting regions.
A serious interruption at one or more of these chokepoints could conceivably lead to supply shortfalls and price spikes, with systemic consequences that could reach beyond food markets. More commonplace disruptions may not in themselves trigger crises, but can add to delays, spoilage and transport costs, constraining market responsiveness and contributing to higher prices and increased volatility.

How can we achieve FAO’s original vision of a world free from hunger and malnutrition?
The report sheds some light on the nature of the challenges that agriculture and food systems are facing now and throughout the 21st century, and provides some insights as to what is at stake and what needs to be done. What emerges is that “business as usual” is no longer an option but calls for major transformations in agricultural systems, in rural economies and in how we manage our natural resources.
The report was undertaken for the quadrennial review of the FAO Strategic Framework and in preparation for the Organization’s Medium-Term Plan 2018-2021.

What China wants Analysis of China's food demand to 2050

China’s economic growth and process of urbanisation are bringing about profound changes to China’s agrifood sector. With demand for agrifood products projected to double between 2009 and 2050, China’s agricultural sector is poised to contend with the challenges of depleting natural resource and rising input costs to maintain or improve productivity growth of most
major agricultural commodities.

With the population of China expected to increase to about 1.38 billion in 2050, the nature of food demand will depend on a number of factors, including income growth and urbanization. To investigate these developing trends, this study considers demand across three different income groups: urban high income, urban medium income and rural households. An updated version of the ABARES agrifood model (Linehan et al. 2012a) was used for the analysis. This model is an economic simulation model of global agricultural production, consumption and trade. In this report, agrifood products include primary agricultural products and lightly transformed agricultural products, such as flour and meat, but exclude highly processed food items. While it is projected that the majority of China’s future food demand will be met by an increase in domestic production, there are significant challenges with which the Chinese agrifood sector will need to contend to maintain or increase productivity growth. Investment in the industry is ongoing and required to ensure the degradation and availability of land and water resources, and rising costs for intermediate inputs, do not impede production growth.

The opportunities that Chinese demand growth will provide to food producers and exporters to 2050 are significant. To fully realize those opportunities, it will be important for Australian industries to utilize the working relationships with different agents in the food supply chain in China. For example, supermarkets and hypermarkets, which have an increasing presence in
urban food retailing in China, are playing an important role in meeting the demand for high‐value products by urban consumers. With higher incomes, urban consumers are also expected to increase their expenditure on convenience foods, fast food and restaurant food. Australian industries will need to be responsive to these changes if they are to successfully compete in the
Chinese market over the long term.

Looking Ahead in World Food and Agriculture: Perspectives to 2050

Anticipating future developments in global agriculture is by no means a simple exercise. In the last few years, many of the acute phenomena observed have complicated further the formulation of long-term prospects. The turbulence of world agricultural markets, the price spikes of 2008 and 2011, the wide climate variability experienced in important production regions, and the enhanced linkage among agriculture and other markets such as the energy and the financial markets have propelled interest in revisiting the relations among agriculture, its natural resource basis, economic development, food security and population growth. Discussions of the relationships among these phenomena are lively, as are those on what can be done to prevent the onset of more frequent and more critical conditions in the coming decades.
Given its various fields of expertise, FAO is at the centre of the technical debate on these themes. In 2009, FAO organized an expert meeting and forum around the question of “How to feed to the world in 2050”. This initiative was supported by papers authored by world-class experts. This work has been revisited, and is now presented in this volume.
