Preparing the Commission for future opportunities

Abstract in English: 
At a time when the new European Commission announced that it will concentrate on bold initiatives, it is important to recall that any policy decision has complex ramifications. Indeed, an increasing number of decisions affect several policy portfolios, and they need to take into account an increasing number of parameters, like geopolitics, economics, finance, security, health, environment, climate change, sociology, urbanisation, ageing society, and integrate fundamental European social values such gender equality and ethics. In addition, the technological breakthroughs are accelerating as never be-fore in history and social innovation (e.g. social media) augments the speed of information gathering and dissemination.
Because societies become ever more complex, collaborative long-term anticipation must replace the "silo" thinking habits and the short-termism that has characterised many aspects of policy-making in Europe.
Foreseeing is not sufficient anymore because it is only a tactical extrapolation of current trends; it is the future of the past. Foresighting however is strategic because it is based on more disruptive views; it is about the future of the future.

An initial assessment of territorial forward planning/foresight projects in the European Union

Territorial foresight is a structured set of participatory vision building and strategic planning activities that allow regions to think, consider, debate and shape the medium to long-term future of their regions, provinces or cities. Many of the key process elements of foresight are widely used in strategic planning – the formation of expert panels, the use of socio-economic and environmental data consultation, brainstorming, trend and extrapolation and the setting of strategic goals. Foresight, unlike most approaches to strategic planning, deals with long-term prospects, and draws upon the views of multiple stakeholders.
This report analyses the interactions between European strategies and policies, and the activities of the analysed territorial foresights, in order to assess the potential opportunity to create a territorial foresight network or platform at the European level.

Research and Innovation on Sustainable Urban Dynamics

Urban issues are tackled in different Challenges of the Horizon 2020, the European Framework Programme for Research and Innovation. In Challenge 6 dealing with Inclusive, Innovative and Reflective Societies, a specific socio-economic item deals with “The promotion of sustainable and inclusive environments through innovative spatial and urban planning and design”. This publication highlights 10 stakeholders-based urban subjects to be addressed over the next years. It also provides a list of the EU urban research projects funded in the 7th EU Framework Programme (Social Sciences and Humanities; Sustainability and Environment; Transport and Energy; ICT; Smart Cities; and Security).

Towards a Post-Carbon Society

Two major challenges will have to be addressed on the way towards a “postcarbon society”: the adoption of new forms of energy (cf. security of supply, availability of resources, oil price) and the adaptation to the climate change that is already taking place.
Most of the time, these issues are tackled from the supply side and the technological perspective. But the demand side is crucial. The political initiatives, the economic incentives and the social behaviour can make a difference. This publication covers issues including in the long term such as globalisation, behavioural changes, market mechanisms, “rethinking the city”, social acceptability, job creation, land-use and public services. It also addresses the role of politics and social actors (businesses and trade unions) as well as the new governance for a post-carbon society.

European Forward Looking Activities - EU Research in Foresight and Forecast

Forward looking activities (FLA) are used for the preparation and the formulation of EU policies.
Foresight and Forecasting allow to elaborate long term visions and to assess economic, social and environmental impacts of policies. Between 2007 and 2010 around twenty research FLA initiatives have been launched by the Seventh Research Framework Programme under the theme “Socioeconomic Sciences and Humanities” in the following fields: Globalisation, Europe and neighbouring countries; ERA (European Research Area), science, technology and innovation; Evaluation of policies and modelling of post-carbon society; Mapping, preferences, visions and wild cards.

Energy Futures - The role of research and technological development

Using foresight to support the next strategic programming period of Horizon 2020 (2016-2018)

This report is based on a study of foresight into the drivers of change and disrupters affecting the future of Europe and the strategic responses that the European Commission should consider in shaping the second strategic programme (2016-2018) of Horizon 2020. Importantly, the study was designed to use available foresight material. It is therefore focused on sense-making, rather than the generation of original intelligence.
Whilst the study cannot claim to be comprehensive, it nevertheless points out that foresight used in strategic planning offers insights, generates ideas and brings to the fore important cross-cutting domains. The use of foresight can help ensure that Horizon 2020 strengthens the competitiveness of Europe and enables it to respond to the significant current and future societal challenges.

School's Over: Learning Spaces in Europe in 2020: An Imagining Exercise on the Future of Learning

This report uses a rigorous imagining approach to develop an alternative way of organizing learning in Europe whereby the traditional school system no longer plays a significant role. This study shows that, on the basis of phenomena already present in Europe today, it is possible to invent a discontinuous model of how people learn and how what they learn is used in everyday life. At the core of this model is a carefully elaborated idea of learning spaces that encompass new ways of ensuring that people have the capacity to control, direct, share and deepen their knowledge throughout their lives. These multi-dimensional learning spaces are imagined as operating in a systemically different economic and social context. One where non-technocratic, non-hierarchical learning is central to the production of local well-being and community based identity. “School’s Over” is meant to challenge both the functional and organizational assumptions that currently dominate, often implicitly, the choices being made today.

Schooling is changing as much as society is changing. Except that society goes faster, and schools are traditionally slower to accept and incorporate novelties. The digital divide is now present at a new level: networked teachers vs. “the others”. In other terms, the networked teacher might sometime feel isolated in his/her school, but at the same time, has thousands of colleagues online as a sounding board.
We do not know what society will look like next year; and thinking ahead to 2025 makes your head spin. From this point of view, the effort of this book to foresee scenarios in more than 10 years’ time is amazing and stimulating. No matter how different we shall all be in 2025, one thing can be regarded as certain: we shall all be more connected. Or, rather, more networked. This book provides data, analysis, scenarios, reflections and evidence that education can change, and, to certain extent, has changed and it has become more connected.
