Accelerating Climate Action: Refocusing Policies through a Well-being Lens

This report builds on the OECD Well-being Framework and applies a new perspective that analyses synergies and trade-offs between climate change mitigation and broader goals such as health, education, jobs, as well as wider environmental quality and the resources needed to sustain our livelihoods through time. This report takes an explicitly political economy approach to the low-emissions transitions needed across five economic sectors (electricity, heavy industry, residential, surface transport, and agriculture) that are responsible for more than 60% of global greenhouse gas emissions. Synergies between emissions reduction and broader well-being objectives, such as reduced air pollution and improved health, increase the incentives for early mitigation action. At the same time, the impact of climate policies on issues such as the affordability of energy and jobs need to be taken into account to counter growing economic and social inequalities within and between countries. The report argues that reframing climate policies using a well-being lens is necessary for making visible such synergies and trade-offs; allowing decision-makers to increase the former and anticipate, manage and minimise the latter. This requires us to rethink societal goals in terms of well-being, reframe our measures of progress and refocus policy-making accordingly.

Global trends of methane emissions and their impacts on ozone concentrations

Methane is a greenhouse gas and air pollutant producing health damaging tropospheric ozone. By 2050 in Europe 6,000 to 11,000 ozone-related premature deaths can be avoided per year (worldwide 70,000 to 130,000) when implementing ambitious methane reduction strategies worldwide. This works informs Europe’s forthcoming methane strategy.

Shaping the Future of Construction: A Breakthrough in Mindset and Technology

Multiple global megatrends are shaping the future of construction. Consider just two developments: first, 30% of global greenhouse gas emissions are attributable to buildings (at the same time, the UK government has set a target for 2025 of 50% reduction in today’s level of greenhouse gas emissions in the country’s built environment); second, the population of the world’s urban areas is increasing by 200,000 people per day, all of whom need affordable housing as well as social, transportation and utility infrastructure. Such trends pose challenges but also offer opportunities; either way, they require an adequate response from the industry as a whole.
The report describes and promotes the effort needed by all stakeholders for the industry to fully realize its potential for change.

The Futures of Low-Carbon Society: Climate Change and Strategy for Economies in APEC Beyond 2050

Human societies have always been climate dependent, but we are only now coming to grips with the fact that our climate also depends on us. As the second decade of the 21st century gets underway, we now recognize that we are faced with two challenges created by our ever-increasing emissions of greenhouse gases. First, the atmosphere is warming, setting the stage for a host of problems from droughts, extreme weather events, coastal erosion and inundation, to which we have to adapt. And second, we must begin implementing strategies to slow down our greenhouse gas emissions to mitigate the scale of these impacts while putting in place corresponding adaptation measures.

These challenges are particularly problematic for countries and economies in the Asia Pacific. On the one hand, the region is slated to face some of the greatest climate related impacts relative to other regions of the world. On the other, developing economies in the region will see substantial expansions of their middle classes and the greenhouse gas emissions their lifestyles generate.

The future scenario(s) aimed to illustrate how social, economical and political demand could be harnessed to move the Asia Pacific along a path toward putting far less carbon into the atmosphere by 2050. Science and technology development, including technology transfer, that respond to such demand was seen a key driver of this transition and thus was a major focus of the project. The future scenarios and policy recommendations developed from this project were meant to reflect the economic and social conditions among APEC economies and be consistent with their common but differentiated responsibilities and capabilities. While the project’s main focus was on longer-term perspectives, recommendations were to be developed for APEC and member economies that spell out short-term actions that could be taken to more quickly reduce the region’s carbon
footprint.
