Healthy boundaries: remedies for Europe’s cross-border disorder

The migration crisis that engulfed Europe in 2015 highlighted the EU’s vulnerability when faced with major instability and disruption at its borders. Although the Union has internal and external security arms – comprising the ten home affairs agencies that underpin its Area of Freedom, Security and Justice (AFSJ), on the one hand, and the international missions undertaken under the Common Security and Defence Policy (CSDP) on the other – it still struggles to deploy these instruments effectively. This Chaillot Paper examines how the EU, bearing in mind its evolution as a multinational bureaucratic organisation rather than a traditional state actor, can successfully develop meaningful security capabilities. It explores possible new formats for AFSJ-CSDP cooperation, outlining four options for joint deployment: ‘demar­cated’, ‘sequential’, ‘modular’ and ‘integrat­ed’. Stressing the importance of a clear-eyed diagnosis of the changes underway in the global security environment, the paper explores how these four joint security formats might be adapted to address crises with maximum effect.

The Future of Mobility and Migration Within and From Sub- Saharan Africa

African migration – its drivers, dynamics, and consequences –increasingly features in global policy debates. Concerns vary widely, including everything from economic and human development, human rights, and human and state security. For OECD countries, particularly members of the European Union, there
are additional concerns. These include securing labour required to support an aging European population and expensive social welfare system; upholding commitments to human dignity; maintaining a positive reputation and influence throughout the ‘global south’; and politically derived imperative to starkly limit
spontaneous movements of Africans across Europe’s external boundaries. As illustration, despite a growing need for labour, the number of newly issued long-term work permits (12+ months) for African labour migrants has been reduced from 80.000 in 2008 to 20.000 in 2016.

Confronting the Global Forced Migration Crisis

The size and scope of the global forced migration crisis are unprecedented. Almost 66 million people worldwide have been forced from home by conflict. If recent trends continue, this figure could increase to between 180 and 320 million people by 2030. This global crisis already poses serious challenges to economic growth and risks to stability and national security, as well as an enormous human toll affecting tens of millions of people. These issues are on track to get worse; without significant course correction soon, the forced migration issues confronted today will seem simple decades from now. Yet, efforts to confront the crisis continue to be reactive in addressing these and other core issues. The United States should broaden the scope of its efforts beyond the tactical and reactive to see the world through a more strategic lens colored by the challenges posed—and opportunities created—by the forced migration crisis at home and abroad. CSIS convened a diverse task force in 2017 to study the global forced migration crisis. This report is a result of those findings.

Crossing Borders: How the Migration Crisis Transformed Europe’s External Policy

Between 2014 and 2017, Europe saw its largest influx of migrants in decades, with 1.9 million arrivals to the continent (and thousands of lives lost at sea during the dangerous crossings of the Mediterranean Sea) and 3.6 million first-time asylum applicants across the 28 EU member states. The European Union and its member states have struggled to absorb this large influx of migrants and refugees and to manage the European Union’s external borders. As migration management has remained principally a national mandate, a delicate balance had to be found between the European Union and its member states to process asylum seekers, manage borders, and address the drivers of migration and instability in Europe’s neighborhood through policy and funding. This led to what is now called the “European migration crisis” of 2015 and 2016.

Flexible Solidarity: A comprehensive strategy for asylum and immigration in the EU

The Mercator Dialogue on Asylum and Migration (MEDAM) was established in 2016 to pursue two objectives: to conduct research to improve our understanding of the interrelated challenges facing the EU and its member states in the areas of asylum, migration, and mobility; and to engage European policy makers and civil society in a broad and open debate about comprehensive, implementable solutions to these challenges.
This 2018 MEDAM Assessment Report on Asylum and Migration Policies in Europe is the second in an annual series. The challenges European policymakers face may appear less urgent today than in 2015 or 2016 because fewer irregular immigrants are now arriving in the EU. But each of the main measures that are associated with reducing the number of irregular immigrants - the EU-Turkey agreement, the closure of the Western Balkans migration route, and cooperation with the Libyan coast guard and other problematic actors in Libya - has important shortcomings that call into question their long-term sustainability in their current form.
In this report, we analyze how these policy interventions may be further developed and which complementary measures are needed to create an effective framework of policies to protect refugees, respect the human rights of migrants, and reduce irregular immigration to the EU.
We begin by assessing immediate challenges to EU policies. We apply the notion of ‘flexible solidarity’ to provide guidance on how EU member states may effectively share responsibility for interconnected policies in different areas. We discuss possible responses to the challenges posed by irregular migration across the Mediterranean and explore ways in which EU member states can create more opportunities for legal labor migration from Africa to the EU.

This Chaillot Paper contextualises the dilemmas facing EU policymakers as Europe experienced an unprecedented influx of migrants and refugees in 2015-2016. Analysing and comparing the differing perspectives of external experts and internal practitioners, it examines how the EU’s enlargement, neighbourhood and development policies evolved in response to the migration crisis.
The paper identifies nine important shifts in European foreign policy that took place during the crisis, offering an explanation of why each occurred.

Europe and the Sahel-Maghreb Crisis

This report analyses the reasons for European policy-makers coming to perceive the Sahel as a threat to Europe’s own security and stability. It starts by presenting the most recent developments in the Sahel and Maghreb regions in respect of the two most significant threats to European security and stability: trans-national jihadism and cross-border migration. The report provides in-depth analysis of a series of the most important factors that are driving the increases in jihadism and migration, including the persistence of state weakness in the Sahel, the collapse of the state in Libya and the failure of regional collaboration. Furthermore, the report analyses the most significant developments in the international community’s responses to the most recent conflicts and crises in the Sahel and Maghreb, including the foreign policies of France, which remains the single most important foreign actor in the Sahel, the European Union and Denmark. The report closes with a series of suggestions regarding how the European powers, especially Denmark, might adjust their policies in order to increase the likelihood of long-term peace and stability being generated in the region.
