Transforming our world: the 2030 Agenda for Sustainable Development

This Agenda is a plan of action for people, planet and prosperity. It also seeks to strengthen universal peace in larger freedom. We recognise that eradicating poverty in all its forms and dimensions, including extreme poverty, is the greatest global challenge and an indispensable requirement for sustainable development. All countries and all stakeholders, acting in collaborative partnership, will implement this plan. We are resolved to free the human race from the tyranny of poverty and want and to heal and secure our planet. We are determined to take the bold and transformative steps which are urgently needed to shift the world onto a sustainable and resilient path. As we embark on this collective journey, we pledge that no one will be left behind. The 17 Sustainable Development Goals and 169 targets which we are announcing today demonstrate the scale and ambition of this new universal Agenda. They seek to build on the Millennium Development Goals and complete what these did not achieve. They seek to realize the human rights of all and to achieve gender equality and the empowerment of all women and girls. They are integrated and indivisible and balance the three dimensions of sustainable development: the economic, social and environmental.

Reviewing the Post-2015 Sustainable Development Goals and Partnerships

In September 2015, the heads of state and government of the United Nations Member States are scheduled to decide on the Post-2015 agenda. This is to include not only a list of universal Sustainable Development Goals (SDGs) but also a mechanism for monitoring and review. The High-Level Political Forum on Sustainable Development (HLPF) was launched in July 2013 to provide political leadership and guidance, and to work towards a global transformation to sustainable development. An important element of its work will be the review mechanism envisioned under the HLPF mandate, which is set to replace the Annual Ministerial Review (AMR) starting in 2016. What would the review mechanism have to look like to contribute to the implementation of sustainable development at all levels?

A review process builds on and goes beyond monitoring and data collection. In this framework, the governments are asked critical, analytical questions to determine the reasons for their successes and failures, and to recommend measures needed to further improve goal attainment in the future. The present study examines the debate taking place over the review process, highlights the positions of selected key actors, discusses criteria for designing a review, and applies these to analyze and assess existing review systems. Finally, it develops specific proposals for a universal, state-led, participatory, multi-level "Commit and Review" process that could serve as a central component of the follow-up process for the Post-2015 agenda and goals.

Our so-called "welfare" societies in Europe cannot escape these global processes. Initially, this report will attempt to establish a diagnosis of urban realities in Europe by exposing certain methodological difficulties and issues. In part two, it will address the theme of integrated strategies for the sustainable development of territories and ways of regulating them within cities and rurban regions. The third part will cover the role of the European Union and Member States in building the urban field. Finally, it will discuss the perspectives opened by the Europe 2020 strategy for cities and rurban regions, as well as some proposals.

seguida se explora el efecto potencial de tales tendencias y escenarios sobre cada una de 5 metas prioritarias destacadas por gobiernos, líderes políticos y sociales y expertos de los países latinoamericanos. En particular, se abordan los temas de gobernabilidad, desigualdad, productividad, integración y alianzas internacionales, desarrollo sustentable y cambio climático. Luego se deducen aquellas áreas que ameritan un seguimiento permanente, incluyendo las estrategias y políticas de naciones avanzadas e innovadoras. Por último se señala como organizar esta función prospectiva y reflexión estratégica en gobiernos e institutos, y la conveniencia de articular una red latinoamericana. Public policy in Latin America suffers from a lack of long term perspective. This inevitably limits the ability to seize opportunities or contain risks that present themselves. This publication analyses six major global tendencies that have been identified by leading prospective institutions. Various scenarios are used to explore the potential effect of these tendencies on five goals previously identified by governments, political and social leaders, and experts on Latin America. Particular attention is paid to the themes of governance, inequality, productivity, integration and international alliances, sustainable development and climate change. Subsequently, areas that require a more continuous monitoring are identified with reference to existing methodologies in other countries.

Latin America must strengthen its ability to plan forward and deepen its strategic reflection if it is to govern better and improve the design of public policies.
Achieving this may require countries in the region to familiarize themselves with global scenarios and to explore the types and scale of challenges that they might confront. A national perspective is not sufficient, a global vision is essential. Globalization creates a stream of effects that cannot be controlled by individual countries. With an outlook that takes into consideration the rest of the world, Latin American governments could improve their capacity to anticipate events and, when those events occur, to effectively respond to uncertainty and rapid change. Through strategic planning that envisions a myriad of diverse situations, countries of the region may be able to skirt damage or even identify advantageous responses. In effect, human action might alter trajectories in ways that could bring the region closer to desirable outcomes. In this study, Sergio Bitar sets out to explore the nature and potential impact of trends and scenarios that could emerge and he makes recommendations for building anticipatory capacity. The first part of this report summarizes the global trends and scenarios [...] the scenarios are based on reports from leading research centers in developed countries. In the second part, he identifies
where Latin America—both individual countries and the region as a whole—should focus. He then underscores the fields in which countries of the region should strengthen their capacity for foresight study.
