The United States has been at the forefront of providing several DR-GPGs, including peace and security via its contributions to international peacekeeping, the monitoring of international sea trade routes, its engagement in forums such as the Financial Action Task Force to stem flows of funding to terrorist organizations, and more.Yet it has not fully capitalized on its comparative advantage in research and development at home that matters especially for the world’s poor, or on its opportunities for globally transformative investments abroad in such areas as clean power and disease surveillance.

Throughout much of the 1990s, progress was the order of the day. NATO enlargement under the Clinton administration was part of a broader global strategy, presenting democratic and entrepreneurial opportunity. This process was coupled with the prospect of new cooperation with Russia to create an undivided, free, and prosperous Europe. A decade and a half later, Central Europe faces severe challenges and signs of particular vulnerability to backlash against the very ideals this period set out to establish and the values expected to endure.

The Trump administration should not take up its work under the assumption that the United States, with only 5 percent of the world’s population and around a quarter of the world’s economy, can continue to be an indispensable presence on the world stage. America’s relative decline since 1945 seems to be a byproduct of the post-World War II system it created along with its allies and partners, in which the United States worked to bring millions out of poverty, give other nations incentives to strengthen their governance structures and institutions, and establish global norms of behavior. That effort sought to ensure no worldwide conflicts recurred. However, fostering an environment where states, groups, and individuals could be further empowered naturally eroded America’s once-monopolistic strength; the United States has brought humanity to a new era where many are powerful and many can potentially lead.

A turbulent security environment in Europe and strong rhetoric from President Trump have brought renewed attention to NATO, its role in dealing with shared security challenges, and the future of the United States’ relationship with its allies. Front and center are legitimate questions about commitments to defense burden sharing, as well as NATO’s role in counterterrorism. This serves an opportunity to renew the transatlantic security relationship. As part of the Atlantic Council’s project ‘A New Deal for NATO,’ NATO and Trump: The Case for a New Transatlantic Bargain provides pivotal insight and recommendations on how the United States and European allies can move forward to renew the transatlantic security and defense agenda, and make progress on these crucial areas, with the goal of bolstering our shared security.

The Future of the United States and Europe: An Irreplaceable Partnership

The partnership between the United States and Europe has been an anchor of the world’s economic, political and security order for more than seven decades. The U.S. relationship with the European Union is the deepest in the world – but we should not take it for granted. Transatlantic relations are at a critical point in their history, and it is necessary to reassess their trajectory, as well as the prospects for EU-U.S. cooperation. In a new publication, CSIS, in partnership with Chatham House, assesses the top policy priorities on both sides of the Atlantic, identifying areas of potential cooperation as well as growing divergences to be managed. United States cooperation with Europe is essential to meeting global challenges – this is a conclusion that every U.S. administration has reached in the past 70 years. Our recommendations seek to strengthen that relationship and promote that community of democratic values that upholds the international order.

The open, rules-based international order in Asia is under threat. The set of post-World War II arrangements designed by the United States and its allies and partners provided an unprecedented degree of stability, security, prosperity, and freedom globally and in the region but the continuation of this system under US leadership is no longer guaranteed. As the United States and its Asian and European allies and partners face a diverse array of new challenges in the Asia-Pacific and at home, Washington must reassess its goals, strategy, policies, and its very commitment to leadership in the region. At a time when the United States promotes “America First,” to what extent does a dated order in Asia continue to serve US and allied interests? Will the United States be willing to sustain its long-standing security-provider role in the region, and do its allies find preexisting US commitments credible? How can the United States, and likeminded Asian and European states, best contribute to security, prosperity, and democratic values in the region? Does China’s rise permit the possibility of greatpower cooperation, or is some level of competition —and even outright conflict— inevitable? To what extent, in the changing regional economic architecture, are the United States and its partners willing to make alterations in governance structure in order to adapt to the new economic weight of emerging economies? How do issues that are likely to be high-priority agenda items in the near future (e.g., food, water, and energy security; the environment; urbanization; demographic change; and disruptive technologies) challenge existing frameworks that have shaped regional affairs and societies? These are among the questions that must be addressed as the United States seeks to secure its interests in Asia, and as Asian partners look to the United States for leadership. The Asia-Pacific may be the world’s most dynamic geopolitical region. According to some projections, the majority of all global economic activity could take place within Asia by 2050.
Military might often follows economic power, and Asian countries are already spending more than European states on defense. Both of these developments reflect a broader shift in global power from West to East. If the twentieth century could be characterized as the “Trans-Atlantic Century,” the twenty-first century may well become known as the “Trans-Pacific Century.”

The European Union (EU), a vital partner for the United States, is facing numerous challenges, including massive migration flows, the UK’s vote to leave the EU (Brexit), and rising support for anti-EU and populist parties in upcoming elections in several European countries. In Charting the Future Now: European Economic Growth and its Importance to American Prosperity, the Atlantic Council’s EuroGrowth Initiative proposes pragmatic steps to restore European economic growth, safeguard the European project, and reinvigorate the transatlantic alliance.
Backed with rigorous data, the report highlights the crucial importance of the European economy for the US and proposes ways to galvanize the transatlantic relationship. Focusing on feasible projects and reforms, the report then looks at various policy proposals to increase growth and create jobs in the short, medium, and long term.

“Creative Disruption: Technology, Strategy, and the Future of the Global Defense Industry” identifies trends in the technology, security and business environments; highlights the disruptive effects of these trends; and offers recommendations for improving the United States’ ability to harness new sources of innovation. This report is the culminating effort of Creative Disruption: The Task Force on Strategy, Technology and Global Defense Industry, a months-long research agenda, co-chaired by the Honorable William J. Lynn III and ADM James Stavridis, USN (Ret.), that included numerous working groups, interviews and surveys.

Authored by Senior Fellow and Director of the Technology and National Security Program Ben FitzGerald and Research Associate Kelley Sayler, with a foreword by Creative Disruption Task Force co-chairs Mr. Lynn and ADM Stavridis, the report highlights the "growing disconnect" between Defense Department (DOD) needs and what the existing business climate and acquisition strategy and structures are able to provide. The report concludes with strategic-level recommendations for increasing DOD’s ability to access and leverage shifting sources of innovation, emanating from both the commercial and traditional defense sectors, including both domestic and international suppliers.
