The Agreement establishing the African Continental Free Trade Area (AfCFTA) is a legal instrument – an agreement among the African Union Member States to create a single market. But the AfCFTA represents much more. On the one hand, it is a significant milestone on the journey to African integration and development. On the other hand, it is a catalyst for new ways of doing business, producing, working and trading within Africa and with the rest of the world. This report demonstrates that, beyond the numbers and negotiations, the realization of this promise will depend on decisive actions and the collective efforts of the African people. Concrete policy measures and investments are needed, in particular to ensure that women and youth, who account for the majority of the population, business owners and workforce, can be better integrated into the value chains, jobs and opportunities stemming from the AfCFTA. The AfCFTA is also central to recovering from the coronavirus disease (COVID-19) pandemic and enhancing Africa’s resilience. Trade of all types of goods and services underpins efforts to achieve the Sustainable Development Goals, and the Agenda 2063 of the African Union cannot be implemented without the AfCFTA. In anticipation of trading under AfCFTA terms in 2021, the ‘Futures Report: Making the AfCFTA Work for Women and Youth’ is a narrative about the promise of the AfCFTA as told through the voices of Africa’s producers, traders, policy officials and regulators. Under the Agreement, African Union Member States, now also AfCFTA State parties, explicitly seek to achieve gender equality and enhance the export capacity of women and youth. This report presents opportunities in the AfCFTA, as pursued by women and youth entrepreneurs and business owners, and discusses ongoing efforts by Governments and development institutions to ensure that these groups derive maximum benefit from the Agreement. Policy actions to implement the protocols already in force are also presented to enable the AfCFTA to work to the greatest advantage of Africa’s women and youth.

It shows where progress has or has not been made, updates world and regional youth labour market indicators, and gives detailed analyses of medium-term trends in youth population, labour force, employment and unemployment. The 2020 edition discusses the implications of technological change for the nature of jobs available to young people. It focuses on shifts in job characteristics, sectors and skills, as well as examining the impact of technological change on inequalities in youth labour markets.

ASEAN Youth Technology, Skills and the Future of Work

Based on a survey of 56,000 youths aged 15-35 years old from six countries in the South-East Asia region (ASEAN), this report analyses the views of young ASEAN citizens on future of work, skills and technology. The survey finds that ASEAN youths are highly aware of potential disruption and challenges brought by the Fourth Industrial Revolution to the local labour markets, and they are aware they must constantly upgrade their skills. It also details their skills gap, their future career aspirations and their preferences on skills training. The survey was conducted in partnership with Sea.

Education in Europe IN FOCUS: Towards a True Education Area by 2025

This paper sets out ways to reform European education systems to ensure that they equip Europeans with a forward-looking set of key competences that prepares them for the workplace, but also helps to create a European identity. It argues that education and training—enhanced through mobility, transnational cooperation and structural reforms—are critical to boosting individual, economic and societal resilience; providing both basic and high-level skills and competences; reducing inequalities; promoting entrepreneurial mindsets; fostering inclusive, stable and democratic societies; and making a success of migration and globalisation. Furthermore, education should help to empower young people to engage with and shape the future of a Europe of democracy, solidarity and inclusion. The ultimate goal is to build a true European Education Area by 2025, which would, inter alia, improve students’ mobility, prepare the ground for the mutual recognition of diplomas and boost language learning.

A New Skills Agenda for Europe

‘A New Skills Agenda for Europe’ was published on 10 June 2016. Its focus is on equipping Europeans with the right skills in order to increase Europe’s workforce employability and to respond to changes in labour market requirements. The agenda is grounded on the evidence of the existence of skills gap and mismatch across the Union and within countries. There is a shortage of basic, digital, transversal, and entrepreneurial skills. A common understanding of key competences on the job is missing. Vocational education and training (VET) is undervalued and its attractiveness and opportunities may be enhanced. Overall, skills intelligence allowing for more informed choices is indispensable for skills policies to make a difference in addressing the extent of mismatch of supplied competences and the occurrence of gaps. All these aspects are relevant at the territorial level. In fact, the outlining of policies and/or interventions in the domains of education and training as well as of youth, employment and migration is not solely a prerogative of national governments. It also occurs at the local and regional level. Furthermore, it is at this same level that labour market needs meet the skills supply and that future trends of job opportunities as well as cooperative approaches among different stakeholders of the labour market are shaped.
